共建“一带一路”铁路国际人才教育联盟倡议
2000多年前，先辈们筚路蓝缕、不畏艰辛，开辟了联通中西方的古丝绸之路，积淀了以和平合作、开放包容、互学互鉴、互利共赢为核心的丝路精神。改革开放以来，中国人民敞开胸襟、拥抱世界，用双手书写了国家和人类社会发展的壮丽史诗。今天，我们继承和发扬丝路精神，主动服务“一带一路”倡议，共同创造美好幸福新未来。
自习近平总书记提出“一带一路”倡议和构建人类命运共同体以来，各项事业焕发勃勃生机。特别是作为“一带一路”设施联通优先领域的铁路互联互通建设成就显著。与此同时，“一带一路”铁路教育国际合作的需求愈发迫切且持续扩大。为此，中国第一所培养铁路人才的高等学府——西南交通大学和具有百余年学脉传承与悠久铁路办学历史的中南大学，共同发起成立“‘一带一路’铁路国际人才教育联盟”，并在2018世界交通运输大会期间举行了联盟揭牌仪式。
联盟作为由国内外铁路相关高校、企业、组织等在平等自愿基础上，自发结成的非盈利、国际化民间学术共同体和教育协作机构，将在中国工程院、教育部、国家铁路局、国家国际发展合作署、中国铁路总公司、中国铁道学会、詹天佑基金会及相关主管部门指导下开展活动。以“一带一路”倡议、交通强国战略为引领，汇聚国内外优质资源，共同开展“一带一路”国内输出型、沿线国属地化铁路国际人才学历教育和专业培训，构建铁路国际人才培养培训体系，制定铁路高等教育国际化标准，推进铁路专业及人才国际认证，促进铁路科教与人文交流，并力争成为国家教育对外开放的新型高端智库。两校作为联盟发起人，将依据联盟交流与合作机制框架，始终不渝地服务联盟成员，加速联盟资源共享，促进联盟健康有序发展，共筑“一带一路”铁路高等教育共同体！
2018年正值“一带一路”倡议提出五周年，西南交通大学和中南大学郑重而诚挚地向国内外高校、企事业单位、社会团体和国际组织发出邀请，邀请各界深度参与、共建联盟，携手前行、融合发展，共同谱写“一带一路”教育行动计划的铁路篇章，一道为世界铁路发展和各国经济社会持续繁荣贡献中国智慧、中国力量！

Proposal for the Education Alliance of the Belt and Road International Railway Talents
Our ancestors, in spite of many unimaginable hardships and hurdles, opened up the ancient Silk Road connecting China with other Asian countries, Europe and Africa more than two thousand years ago. The Silk Road spirit has been gradually nurtured ever since, featuring peace, collaboration, openness, inclusiveness, mutual learning, and shared benefits. With the reform and opening up policy, Chinese people open their minds to embrace the world, and have promoted epic social development in China as well as the world. Today, in order to create a brighter future, we hereby propose to serve the Belt and Road Initiative by inheriting and carrying forward the Silk Road spirit.
Since General Secretary Xi Jinping proposed the Belt and Road Initiative and the construction of a community with a shared future for mankind, vitality has been injected into various fields. As one priority sector of the initiative, the railway industry has made remarkable achievements in interconnection between China and the participating countries in the B&R initiative, which consequently calls for international cooperation in railway talent cultivation. Therefore, Southwest Jiaotong University, the first Chinese university for railway talents, and Central South University, a more than 100 years old academic institution with valuable heritage in railway-related instruction and research, hereby jointly propose the establishment of the Education Alliance of the B&R International Railway Talents. The alliance was inaugurated at the 2018 World Transport Convention (WTC).
The alliance is a non-governmental academic organization, professional and international education cooperation organization, which is composed of railway related institutions of higher learning, enterprises and organizations.According to the B&R initiative and the strategies of building China into a leading power in terms of transportation and of higher education, the Alliance is committed to integrating the quality resources at home and abroad, and setting up degree education and vocational training for railway talents in both China and the countries involved in the initiative. In addition, the Alliance aims to establish a cultivation system for international railway talents, formulate international standards for railway education, implement professional certification of railway programs as well as railway talents, and become a new type of high-end think tank in China to promote the development of all the partner countries along the B&R route. As the initiators, Southwest Jiaotong University and Central South University will, based on the exchange and cooperation mechanism of the Alliance, consistently and sincerely serve all members, accelerate resource sharing, promote healthy and orderly development, and build up a higher education community for railway talents!
2018 marks the fifth anniversary of the One Belt And One Road initiative, We two universities, with solemn sincerity, invite universities, enterprises, institutions and organizations at home and abroad in all sectors to engage in the development of the Alliance. You and we will create a new chapter in the collaboration of railway talent education under the new Silk Road initiative! You and we will contribute our wisdom and talent to the railway development of the world as well as the economic prosperity of the B&R participating countries!
